Espacio Públicos BCN – Control
The design of a clear system of public spaces was one of the projects needed to improve the historical city center of Asuncion. The Ministry of Public Works (MOPC) called for a project that could integrate that system while expanding the area of impact in a measurable way, gauging the impact with the local population. A consortium was created with the Urban Ecology Agency of Barcelona and the consulting firm Control Consultoría to analyze and propose a solution of a sustainable city with the tools of Urban Ecology.
The project proposes a radical transformation towards maximizing the quality and quantity of public spaces, starting from rethinking the street system itself. The initial action is to transform some of the main streets in central pedestrian lanes, connecting the developing projects in the old port of Asuncion. Studies of preceding plans were harmonized so that the implementation can be based on a consensus of the best choices after extensive public consultation and inter-institutional work. It is connected to the future Bus Rapid Transit system (BTR) that defines the accesses of massive public transportation.
In order to gain a fast feedback of the implementation, the proposal starts with one main pedestrian lane and the first Superblock of the city. The project includes transforming the underground infrastructure to serve the electric supply, a renewed sanitation and rain-water system, among other services.
